Under Regulation 25 (1) of the Factories and Machinery (Building Operations and Works of Engineering Construction) (Safety) Regulations 1986 (BOWEC), the main contractor must hire a site safety supervisor to oversee the safety of construction activities on the site. The Department of Occupational Safety and Health (DOSH) decided that a site safety supervisor must have completed a course taught by an instructor registered with DOSH and passed an exam given by the National Institute of Occupational Safety and Health (NIOSH) or an institution approved by DOSH.
